This housing resource guide is designed to help people with developmental disabilities and their families navigate the the housing system and find housing that meets their needs and fulfills their dreams. The guide is divided into eight main chapters and includes information on how to search for housing, rental options, home ownership, group living, fair housing and many other resources.

For many years, people with developmental and related disabilities were routinely placed in large institutions. Often, they did not receive the support needed to help them reach their potential.

In an effort to provide an array of housing options as an alternative to large institutions, The Arc of North Carolina developed 226 residences throughout the state, with support services provided by local organizations to over 1300 individuals.

The Arc continues to develop new and innovative housing options including self-determined, self-controlled housing opportunities across the state, for people with developmental and related cognitive disabilities. The Arc's Housing Development Department recently launched The Arc of North Carolina's Opening Door Initiative to increase the range of housing options available to meet each individual's aspirations to live independently in the community with appropriate in-home supports.

The Opening Doors' Initiative's goals are to:

  • Collaborate regionally with housing and disability stakeholders by developing statewide local/regional cross-disability housing coalitions to advocate for increased housing resources and opportunities.

  • Promote the creation of housing resources locally, and statewide, where none exist.

  • Discover and promote existing housing resources to our constituency. 

  • Promote "self-controlled" housing: all choices made by self-advocates, not for self-advocates.

  • Increase/develop statewide housing stock, particularly independent living units/apartments.

  • Increase the amount of self-advocates’ direct rental or purchase of their own home.

  • Formulate public policy recommendations to optimize housing opportunities for self-advocates.

  • Increase the opportunities to involve self-advocates in our housing resource advocacy strategies.

  • Advocate for services to be available anywhere the self-advocate chooses to live.

 Since the early 80's this team of assisted housing and financial specialists have managed The Arc's      226 properties, and in recent years, an additional 29 properties owned by other non-profit organizations.

This team manages all aspects of lease-ups, rent collections, HUD rental subsidy acquisition, routine repairs and ongoing maintenance of all sites. The department complies with HUD subsidized tenancy and fair housing regulations.
