Staff Advocate and Community Liaison

This description is intended to describe the essential duties, responsibilities, and requirements for the performance of this job. The duties of the position include (but are not limited to) the list below.

JOB TITLE:  Staff Advocate and Community Liaison

This position supports the philosophies, positions, directives, and programs of The Arc of North Carolina by performing these and other duties as assigned by the Director of Advocacy and Chapter Development.

Reports to: This position will be under the direct supervision of the Director of Advocacy and Chapter Development.  Position will be in-person and located at the closest regional office for at least the first year before hybrid will be considered.

FLSA Status: Exempt (30 hours per week)

Minimum Requirements: Bachelor’s degree in human services, social work, special education, or other related field. Professional, paid experience providing individual advocacy for people with intellectual/developmental disabilities.  Strong understanding of NC’s service system for people with IDD and how to access resources across NC. Must have strong interpersonal and communication skills and know how to speak clearly, professionally, and positively, by phone, with written communications, and in person.  Must have demonstrated ability to manage multiple projects and tasks and be effective and efficient in managing his or her time.  Must be comfortable with technology and proficient in web-based work.  Must be willing to travel occasionally for exhibit tables at conferences.

Required Certification(s): Complete Reliable Interviewer training with CQL upon hire; complete Proof Alliance NC modules to become PANC trainer.

Required Training: Complete all agency-wide trainings.

Salary Range: Commensurate with experience

Essential Duties and Responsibilities:

Maintain a direct advocacy caseload in absence of a chapter-level advocate. Responsibilities will include consultations by phone, by email, or in person with individuals, families, and self-advocates from across the state; serve as a liaison to each service region and report data to that regional director as requested; maintain records and data about any direct advocacy activities and report that data to supervisor as requested.

Work as a Reliable Interviewer for Personal Outcome Measures® of the Council on Quality and Leadership (CQL).  Maintain full certification by CQL and complete a minimum of 2 interviews per month in region defined as needing a reliable interviewer, as needed.  Complete reporting and data entry in timely manner, per organization and CQL standards.

Represent The Arc on relevant committees and councils (internally and externally) as assigned; keep online calendar current with those meetings.  Report service delivery gaps across the state or trending issues in individual advocacy as a part of the Advocacy division. 

Staff exhibit table and represent entire organization at conferences/events as requested; occasional overnight travel a possibility.

  • Must have the ability to remain alert to regularly read, comprehend, and respond accurately and in a timely fashion to numerous, varied, detailed, and often complicated documents, correspondence, regulations, requests, and reports.
  • Must be able to carry one to several feet any materials between 5 and 30 pounds at any time during the course of a work day.
  • Must be able to sit for long periods of time during the course of a work day; must be able to sit in front of a computer for extended periods of time during the course of a work day.
  • Must have the ability to react quickly, act decisively, and work under pressure as necessary.
  • Must have the ability to regulate work under pressure to properly respond to various, unscheduled, time-sensitive job requirements of any nature.
  • Must demonstrate general awareness of and respect for cultural differences and issues.

Occupancy Specialist

Position Status: Full-Time

Location: Charlotte, NC

Education Requirements: High School Diploma, preferably HUD Section 8 experience, and at least 2 years of experience in the field of automated record keeping. Must be able to function in a Windows environment and have applicable computer knowledge and experience.

Experience and Responsibilities: The Arc seeks an Occupancy Specialist to support the operation of the Housing Division, in the Charlotte Office. Candidate must be professional, able to handle confidential information appropriately, must have extensive knowledge and experience in compliance and regulatory procedures, and have proficient oral and written communication skills. The candidate will be responsible for ensuring the accuracy of requisitions and generating all forms associated with tenant’s certifications, transfers move-ins, move-outs, etc. Requirements will include communicating with Local Operators regarding policies. Procedures and follow-up relating to occupancy/tenant information. Maintain information on vacant units and be responsible for updating weekly vacancy reports. Working knowledge of TRACS and EIV systems is highly desirable.

Resource Advocate/Care Manager Extender

The Resource Advocate serves as the Extender role in Tailored Care Management in North Carolina. The Resource Advocate assists in the coordination necessary to carry out integrated, whole person care for the individuals served, and assists with contacting people receiving care management or eligible for care management, gathering assessment and evaluation information for each person, coordinating appointments and transportation, and providing information, education and needed resource connections. The Resource Advocate must be highly organized and possess excellent communication skills and be an advocate for the person within the service system(s) and the community.

Reports To: This position will be under the direct supervision of the Care Manager.

FLSA Status: Full-time, Non-Exempt

Salary Range: $33k - $38K

Location: North Charlotte, NC servicing Lincoln and Iredell counties

Minimum Requirements:

· Is at least 18 years of age and has a high school diploma or GED. And meets one of the below requirements:

· Be a person with lived experience with an I/DD or a TBI with demonstrated knowledge of and direct personal experience navigating the North Carolina Medicaid delivery system.

· Or a person with lived experience with a behavioral health condition who is a Certified Peer Support Specialist.

· Or a parent or guardian of an individual with an I/DD or a TBI or a behavioral health condition and has at least two years of direct experience providing care for and navigating the Medicaid delivery system on behalf of that individual (parent/guardian cannot serve as an extender for their family member).

· Has two years of paid experience performing the types of functions described above, with at least one year of paid experience working directly with the IDD population.

The Resource Advocate serves as the Extender role in Tailored Care Management in North Carolina. Creativity, progressive thinking, strong advocacy skills, and knowledge of community resources are highly desirable.
