Property Manager/Occupancy Specialist – Housing
Location: Triad Region, NC
This position supports the philosophies, positions, directives, and programs of The Arc of North Carolina by performing these and other duties as assigned by the Housing Chief Operations Officer.
Reports To: This position will be under the direct supervision of the Housing Chief Operations Officer.
Minimum Requirements: bachelor’s degree from a four-year accredited college or university preferred. Knowledge of I-DD service delivery system in NC is preferable. Prefer HUD Section 8 experience and at least two (2) years of experience in the field of automated record keeping processing housing applications and recertifications. Possess good organizational and communication skills. Must be familiar with Windows operating system or similar computer programs and able to work in The Arc’s housing software program.
Required Certification(s): None
Position Allocation: Property Manager 50% of time; Occupancy Specialist 50% of time
Required Training: As required by policy.
Salary Range: Commensurate with experience
ESSENTIAL DUTIES AND RESPONSIBILITIES: (OTHER DUTIES MAY BE ASSIGNED)
Manage residential properties financed through funds obtained from the US Department of Housing and Urban Development and other sources.
Make decisions regarding capital expenditures and other costs associated with the management of the group home and apartment projects owned and/or managed by The Arc.
Work with the Chief Operations Officer to develop plans of action for each property taking into account the financial resources available.
Work with the Local Operating Unit’s personnel to ensure that all properties are effectively managed.
Work with vendors to ensure the best service is provided to the properties at the most reasonable cost available.
Review required tenant information to ensure all required documents are complete and accurate.
Generate all forms associated with tenant’s initial certification, annual re-certification, interim recertifications, unit transfers and move-outs.
Communicate with Local Operating Units regarding policies, procedures and follow-up relating to property management and occupancy information.
Generate monthly vouchers to HUD for Housing Assistance Payments. This position is responsible for ensuring the accuracy of all vouchers and making necessary adjustments or corrections.
Maintain tenant information in the form of electronic tenant files and rent ledgers.
Submit tenant and project data to TRACS. Employee is responsible for reviewing TRACS reports and responding.
Maintain information on vacant units. Employee is responsible for the preparation of monthly billing statements to Local Operating Units.
Generate required EIV reports (move-in and recertification, etc.).
Conduct and complete inspections of each assigned property on a basis determined by the Housing COO. Repairs and issues found during these inspections are to be conveyed to the appropriate personnel at The Arc of NC.
Organize and conduct ongoing tenant meetings as determined by the Housing COO.
Prepare, submit, and track all Replacement Reserve funding requests on a quarterly and ongoing basis consistent with established HUD guidelines.
Attend conferences/seminars related to Property Management and/or Occupancy issues.
Other duties as assigned by supervisor.

Occupancy Specialist
Position Status: Full-Time
Location: Raleigh and/or Greensboro, N.C.
Education Requirements: High School Diploma, prefer HUD Section 8 experience and at least 2 years of experience in field of automated record keeping. Must be able to function in a Windows environment and applicable computer knowledge and experience.
Experience and Responsibilities: The Arc seeks an Occupancy Specialist to support the operation of the Housing Division, in the Raleigh or Greensboro Office. Candidate must be professional, able to handle confidential information appropriately, must have extensive knowledge and experience in compliance and regulatory procedures and have proficient oral and written communication skills. The candidate will be responsible for ensuring accuracy of requisitions and generating all forms associated with tenant’s certifications, transfers move-ins and move-outs, etc. Requirements will include communicating with Local Operators regarding policies. Procedures and follow-up relating to occupancy/tenant information. Maintain information on vacant units and be responsible for updating weekly vacancy reports. A working knowledge of TRACS and EIV systems is highly desirable.

Direct Support Associate
Position Status: Part - Time
Location: Mebane, NC
Education Requirements: Candidate must have a High School Diploma, GED or equivalent.
The Arc of NC is seeking a highly skilled professional willing to work part time providing services to a young woman in the Richmond County area. Applicant should be highly motivated, compassionate, and experienced in providing personal care due to the physical limitations of the individual. Applicant should also be able to problem solve and think on their feet. The ideal candidate will be extremely reliable, creative, and have excellent critical thinking skills. Experience working with people with disabilities is a plus. Candidate must have GED or high school diploma, pass all background checks, and have a valid driver’s license.
Starting pay rate is between $15.00 to $17.00 per hour based on experience and qualifications.
Responsibilities: A Support Associate will work directly with and support individual’s with intellectual and/or developmental disabilities with the desired outcome of assisting the individual in becoming integrated into his/her community and maintaining the least restrictive environment/lifestyle while providing support and assistance with learning or maintaining desired skills outlined in the Individual Service Plan. As a Support Associate, you will be expected to identify individual’s strengths, needs, and goals. Ensure the implementation of Individual Service Plans (ISPs) and document outcomes accurately and timely, in accordance to Medicaid guidelines.

Resource Advocate/Care Manager Extender for Tailored Care Management
The Resource Advocate serves as the Extender role in Tailored Care Management in North Carolina. The Resource Advocate assists in the coordination necessary to carry out integrated, whole person care for the individuals served, and assists with contacting people receiving care management or eligible for care management, gathering assessment and evaluation information for each person, coordinating appointments and transportation, and providing information, education and needed resource connections. The Resource Advocate must be highly organized and possess excellent communication skills and be an advocate for the person within the service system(s) and the community. Looking for a bilingual/Spanish speaking applicant but not preferred.
Reports To: This position will be under the direct supervision of the Care Manager.
FLSA Status: Full-time, Non-Exempt
Salary Range: $33k - $38K
Minimum Requirements:
- Is at least 18 years of age and has a high school diploma or GED. And meets one of the below requirements:
- Be a person with lived experience with an I/DD or a TBI with demonstrated knowledge of and direct personal experience navigating the North Carolina Medicaid delivery system.
- Or a person with lived experience with a behavioral health condition who is a Certified Peer Support Specialist.
- Or a parent or guardian of an individual with an I/DD or a TBI or a behavioral health condition and has at least two years of direct experience providing care for and navigating the Medicaid delivery system on behalf of that individual (parent/guardian cannot serve as an extender for their family member).
- Has two years of paid experience performing the types of functions described above, with at least one year of paid experience working directly with the IDD population.
