Governor Josh Stein announced the US Department of Justice (DOJ) and the State of North Carolina filed a joint motion asking the federal district court to terminate its oversight of the Transition to Community Living (TCL) settlement agreement as a result of the State having met major requirements with the agreement’s terms.
While we are disappointed with the termination of federal oversight, we know state leaders are committed to a model of inclusive living. The Arc of North Carolina will continue to advocate for funding to support TCL and for community-based services for people with IDD. Our state has used the Olmstead ruling to move many people into community living and out of larger congregate settings.
Initiatives that support transition to community living for people with disabilities must continue to keep the momentum in our state. Without these protections, people with disabilities will undoubtedly suffer harmful outcomes. We look forward to working with Governor Stein, state lawmakers, and the NC Department of Health and Human Services on this issue.
