Advocacy Update

June 2025

The Arc of NC’s advocacy team is working hard for you, and we want to provide regular updates, so you know about our work in the IDD space in North Carolina.

State Update:  Both the North Carolina House and Senate released their proposed 2025-27 biennium budget proposal. We are in the process of reviewing it for specific items that will help people with intellectual and developmental disabilities (IDD). We’ve noticed no funding for Innovations Waiver slots in the House budget and limited funding for 200 Innovations waiver slots in the Senate budget.

Federal Update: We continue to watch the budget reconciliation bill which currently has cuts to Medicaid and SNAP programs. We ‘ve been working with NC representatives and senators in Congress to help them understand the importance of Medicaid and SNAP for people with IDD.  We’ve created a Medicaid webpage with information on Medicaid and why the program is important.  Click the link below to view the webpage.  https://www.arcnc.org/resources/medicaid-updates-in-2025

Advocacy Update:

  • Lisa Poteat continues to attend weekly Medicaid Communications meetings, receiving updates from the NC Medicaid leadership team and a representative from Governor Stein’s office.
  • Lisa continues to meet with members of the NC House and Senate regarding Medicaid, Tailored Care Management, and other issues important to individuals with IDD.
  • Members of our leadership team will participate in a Medicaid roundtable with Rep Ross and other leaders from across the state to discuss the proposed cuts to Medicaid.
  • Our team will meet with Senator Tillis’ staff to discuss Medicaid and SNAP for individuals with IDD.
